Abstract


The Exles from Balkans to Black Sea Coast After the Tanzimat
The fact exile had been since the establishment of Ottoman State. Although in the early period the exiles were for population later the exiles became for punishment. During the period of Tanzimat the exile became a punishment method which was used frequently. Since the second half of XIXth centrury the exile became a punishment method for Balkans where appeared public security problems. One of the location where population from İpek, Pirizren, Vulçitrin, Yakova, Bosnia and Tırhala were exiled was the coast of Blacksea. Especially the vilayets like Kastamonu, Çorum, Sinop, Samsun, Trabzon were penal location for these exiles. The Ottoman government had considered the demands and complaints of the exiles as from their punishment, sometimes liberated them by amnesty and sometimes by remission of a sentence.
