1828-1829 Türk-Rus Savaşı ve Bir Bürokratın Doğuşu: Mehmed Vecîhî Paşa

XIX. yüzyıl Osmanlı bürokrasisinin önde gelen şahsiyetlerinden birisi de Mehmed Vecîhî Paşa´dır. Babası ve kayınpederi tarafı devrin ulemasından idi. İyi derecede eğitim aldı. Hanımının amcası olan Mehmed Es´ad Paşa´nın maiyetinde çalışmaya başladı. Onun hazinedarlığı görevinde bulundu. 1828-1829 Türk - Rus Savaşı sırasında kaimmakam unvanıyla Edirne´de görev yaptı. Paşa unvanını aldığında otuz yaşına girmemişti. Osmanlı ordusunun lojistik merkezi olan Edirne´deki görevi, onun üst makamlarla irtibat kurmaya, tanıtmaya ve yeteneklerini göstermeye yaradı. Bu görevi sırasında asker, mühimmat, zahire, malzeme, araç -gereç, hayvan tedarik ve sevkiyatını idare etti. Rus ordusu Edirne´ye yaklaştığında şehrin en yetkili yöneticisi idi. Şehri Ruslara savaşmaksızın teslim etti. Edirne Antlaşması gereğince Rusların tahliye ettiği yerlerin teslim alınmasında görev yaptı. Bu sırada Samakovcuk Nazırlığına ve Varna Muhafızlığına atandı. Görevi süresince işgale uğramış olan köy ve şehirlerin teslim alınması, Müslüman ve gayri müslim ahalinin terk ettikleri yerlere yerleşmeleri, halkın muhtelif problemlerinin çözümüyle meşgul oldu. Ancak Ruslarla giden bölge halkının geri getirilmesi çalışmalarından dolayı rahatsızlık duyan bir takım yöneticilerin tepkisine maruz kaldı. Hakkındaki şikâyet üzerine görevinden alındı. Fakat kısa bir süre sonra Selanik Mutasarrıflığına getirildi. Yerel yöneticilik kariyeri kısa aralıklar dışında 1867´ye kadar devam etti. Bu çalışmada Osmanlı arşiv belgeleri ile birinci el kaynaklar ve konuyla ilgili araştırmalardan yararlanılmıştır.

1828-1829 Turkish-Russian War and the Emergence of a Bureaucrat: Mehmed Vecîhî Pasha

One of the leading figures of the 19th century Ottoman bureaucracy was Mehmed Vecîhî Pasha. His father and father-in-law were member to the scholar families of the time. He was well educated. He started to work in the office of his wife´s uncle Mehmed Es´ad Pasha. He served as his treasurer. During the Turkish - Russian War of 1828-1829, he served in Edirne with the title of Deputy Governor. When he received the title of Pasha, he did not yet turn thirty. His mission in Edirne, the logistic centre of the Ottoman army, served to liaise with superior authorities, to be recognized and to show his talents. During this duty, he managed the supply and shipment of soldiers, ammunition, grains, materials, vehicles and equipment. When the Russian army approached Edirne, he was the most competent administrator of the city. He surrendered the city to the Russians without a fight. He served in the recovery of places evacuated by Russians in accordance with the Edirne Treaty. Meanwhile, he was appointed Samakovcuk Naziri and Varna Muhafizi. During his duty, he was engaged in solving various problems of the people, reclaiming villages and cities from the Russians, and placing Muslim and non-Muslim people in their homeland. However, he was subjected to reaction from some of managers who were uncomfortable with the efforts to bring back the people of the region who went with the Russians. Upon his complaint, he was dismissed. However, after a short time, he was soon appointed Governor of Thessaloniki. His local management career, continued until 1867, except for short intervals. In this study, Ottoman archival documents, first-hand sources and related researches are used.
