Osmanlı Mukataa Yönetim Organizasyonunda Yeni Bir Model: Timar Alanlarının Mukataalaştırılma Süreci ve Malikâne Olarak Satışa Çıkarılan İlk Haslar

Osmanlı maliyesinde, bir taraftan vergi kaynaklarının durumunun iyileştirilmek istenmesi, diğer taraftan uzun süreli ve yıpratıcı savaşlar nedeniyle sıkıntısı çekilen nakit ihtiyacına kaynak sağlamak amacıyla, genelde 1-3 yıl olarak tasarlanan iltizam sistemindeki bu sınırlı süre kaldırılarak mukataaları tasarruf edenlerin hayat sürelerine endekslenen malikâne sistemine geçilmişti. Bir vergi kaynağının malikâne olarak satılabilmesi için onun bir mukataa statüsünde olması, yani merkezî hazineye ait sayılan gelir kaynakları arasında olması gerekiyordu. Devlete ait olan mukataalar da havâss-ı hümâyûna dâhil olan yani timar alanları dışında kalan gelir türleriydi. Ancak devlet maliyesinin bir darboğaz içine girerek sıkıntıya düşmesi ve timar sisteminin bozulması neticesinde timar alanları mukataaya dönüştürülmeye başlanmıştır. Timar alanlarının mukataalaşmasından kastedilen ise, has, zeâmet ve timar adlı dirliklerden elde edilen ve mahallinde tahsis oluna gelen gelirlerin giderek merkezî hazine gelirleri arasına dâhil edilmesidir. Çalışmamızda, Osmanlı maliyesinde malikâne sistemine geçilmesinin hemen ardından, timar alanları içerisinde yer alan ve has olarak adlandırılan dirliklerin mukataaya dönüştürülmesi süreci ve bu hasların ilk satışına dair bilgiler arşiv kaynaklarındaki kayıtlardan elde edilen veriler bağlamında değerlendirilecektir.

A New Model in the Ottoman Mukataa Management Organization: Making Mukataa Process of Manorial Areas and The First Royal Fields that were Released as Manor

In the Ottoman finance, in order to improve the situation of tax resources from one side and to provide funds to the cash need which is suffered from long-term and weary wars from the other side, this limited period in the system of irrigation, which is generally designed as 1-3 years, was abolished and the mukataa were switched to the manor system indexed to the life span of those who saved. In order for a tax source to be sold as a manor, it had to be a mukataa status, that is, among the sources of income that belonged to the central treasure. The state-owned mukataa were also the types of income that were included in the "havâss-ı hümâyûn", ie, except for the manorial areas. However, as a consequence of the collapse of the state finances and the deterioration of the manorial system, the thimble fields began to be transformed into mukataa. The intention of the manorial areas are to include in the central treasury revenues the proceeds from the so-called "has", "zeâmet" and "timar" (manorial), which are allocated in the local area. In this study, immediately after the transition to the Ottoman government in the manor system, manorial areas located within and converting mukataa those named "dirlik" as unique processes and it has the will be considered in the data context obtained from records in data archival sources about the first sale.
