Adnan Menderes´e Göre Cumhuriyet Halk Partisi ve İhtilal

Türkiye´de 14 Mayıs 1950 seçimleriyle iktidar değişti. Böylece 27 yıldır ülkeyi yöneten bir parti, iktidarı büyük bir olgunlukla dört yıl önce kurulmuş yeni bir partiye devretti. Seçimlerden böyle bir sonucun çıkmasını kimse beklemiyordu. Bu durumu ne iktidarı teslim alan DP hazmedebildi, ne de iktidarı teslim eden CHP kabul edebildi. On yıllık DP iktidar süresince hiçbir zaman kalıcı ve sağlıklı bir iktidar muhalefet ilişkileri kurulamadı. Bu kavganın temelinde Anamuhalefet partisi CHP, kendi tek parti dönemi uygulamalarını bir kenara bırakarak sınırsız hürriyet ve özgürlük istemesine mukabil DP, muhalefet yıllarında yaşadığı sıkıntıları unutarak iktidardaki gücüyle otoriter bir tavır içine girmesi vardır. Bu çalışmayla Başbakan Menderes´in, iktidarının ilk yıllarından başlayarak son ana kadar yurt sathında gerçekleştirdiği mitingler, DP Meclis Grup toplantıları ve TBMM Genel kurulundaki konuşmaları tarandı. Dönemin siyasi gelişmeleri ışığında Menderes´in, CHP´ye yönelik `ihtilal´ tanımlaması ve siyasi gelişmelere göre `ihtilal´ beklentisi tespit edilmeye çalışıldı. Dönemin arşiv belgeleri, gazeteleri ve dönem üzerine yapılmış tetkik eserlere dayalı veri toplama tekniği izlendi. Elde edilen veriler karşılaştırmalı içerik çözümleme tekniğiyle incelendi.

The government in Turkey changed with 14 May 1950 elections. Thus, a party that was governing the country for 27 years assigned the power with great maturity to a new party that was founded four years ago. No one expected a result like this from the elections. This situation was neither accepted by DP that was in power nor by RPP that assigned the power. During those ten years of DP´s governance, a healthy and permanent power and opposition party relation could not be established. The underlying reasons of this conflict are main opposition party Republican People´s Party´s unlimited freedom demands putting aside their one-party system executions and DP´s authoritarian executions forgetting the hardships in its opposition party years. In this study, President Menderes´ meetings starting from his first years of governance in the country until his last times, DP Parliament meetings, and his speeches in Turkish Grand National Assembly General Board were scanned. In consideration of the political developments of the period, Menderes´ definition of `revolution´ towards Republican People´s Party and a `revolution´ expectation according to the political developments were tried to be determined. Data Collection Technique towards works was followed in archive records and newspapers of the period and in investigation about the period. The data obtained was analysed with comparative content analysis technique.
