Atatürk Dönemi´nde Yürütülen Pamuk Politikalarının Dokuma Sanayisi ve Kalkınmaya Olan Etkileri 1923-1938

Pamuk ve dokumacılık hem Osmanlı Devleti hem de Cumhuriyet yönetimi için stratejik bir üründür. Sanayi İnkılabının ardından Osmanlı'da el tezgahlarının çökmesi ekonomik yapıyı bağımlı bir duruma düşürmüştü. Osmanlı'dan bağımlı ve çökmüş bir ekonomik miras devralan Cumhuriyet yönetimi büyük miktarda ithalata sebep olan bu ürünün hem üretimini hem de işlenmesini zaruri görmekteydi. Bu alandaki ithalatı azaltmak aynı zamanda da ham pamuk ihracatını artırarak ülkeye gelir getirmek dönemin tarım politikaları açısından tamamlayıcı bir durumdu. Bu doğrultuda pamuk ıslah istasyonları açıldı. Yurt dışına öğrenciler gönderildiği gibi yurt dışından da uzmanlar getirildi. Kalite ve standardizasyona yönelik çalışmalar yapıldı. Düzenlenen kongrelerde bu konular etraflıca tartışıldı. Bu çalışmada Atatürk dönemi baz alınarak Türkiye'de pamuk üretimi, ihracatı ve dokumacılık doğrultusundaki ekonomik girişimler ele alınmıştır. Bu alanda devletin kurmuş olduğu pamuk işleri teşkilatının faaliyetleri detaylandırılmıştır. Yine çıkarılan kanun ve yönetmelikler verilerek tamamlayıcı bir bakış açısı sunulmuştur. Aynı zamanda Türkiye ve dünya üretim miktarları da karşılaştırılmıştır. Konu incelenirken arşiv belgeleri, Atatürk'ün söylev ve demeçleri, süreli yayınlar, dönemin araştırma kaynakları, zabıt cerideleri ve gazetelerden faydalanılmıştır.

The Effects of Cotton Policies Conducted in the Atatürk Period on Weaving Industry and Development 1923-1938

Cotton and weaving is a strategic product for both the Ottoman Empire and the Republic administration. The collapse of hand looms in the Ottoman Empire after the Industrial Revolution made the economic structure dependent. The Republic administration which inherited a dependent and collapsed economic legacy from the Ottoman Empire, considered it necessary to produce and process this product, which caused large amounts of imports. Reducing imports in this area and at the same time bringing income to the country by increasing raw cotton exports was a complementary situation in terms of the agricultural policies of the period. In this direction, cotton breeding stations were opened. Students were sent abroad as well as experts from abroad. Studies on quality and standardization were carried out. These issues were thoroughly discussed at congresses. In this study, Atatürk era based on cotton production in Turkey, exports and economic initiatives in the weaving direction is discussed. The activities of the cotton affairs organization established by the state in this field are detailed. Again, a complementary perspective is presented by giving the laws and regulations issued. Archive documents, Atatürk's speeches and statements, periodicals, research resources of the period, parliamentary minutes and newspapers were used while examining the subject.
