Batı´nın Yükselişi
ÖZET 16.yüzyıl sonlarında Osmanlı Devleti birtakım sıkıntılarla karşılaşınca yöneticiler ve aydınlar bu zorlukları aşmak için birtakım ıslahatlar yapmak istemişlerdir. Fakat tavsiye edilen çözüm yolları yeterli sonuç vermemiştir. Batı´da modernleşmeye zemin oluşturabilecek ilk kıpırdanışlar 18.yüzyıl başlarında görülmektedir. Bu makale Batı´nın yükselişi ile ilgilidir. Bu çalışmada modernleşme; önce Avrupa coğrafyasında değerlendirilecek, sonra da Osmanlı yönetimine nasıl yansıdığı sorusuna yanıt aranacaktır. Ayrıca Avrupa´nın gelişmesi tahlil edilmiştir ve bu sırada Osmanlı Devleti hakkında bilgi verilmiştir. Osmanlıların savaşlardaki yenilgilerinin artması ve toprak kayıpları, kendilerine olan güvenin sarsılmasına sebep olur. Avrupa askeri açıdan üstün olduğundan beri Osmanlı aydınları, eserlerinde Avrupa´nın askeri ve teknik açıdan Osmanlı´ya örnek olması gerektiğinde birleşirler.

The Rise of the West
ABSTRACT After facing some problems at the end of 16th century, rulers and intellectuals of Ottoman State want to made some reforms in order to overcome these difficulties. However the solutions that advised didn´t yield favorable results. The first movements towards the modernization in Europe have been witnessed at the beginning of the 18th century. This article deals with the rise of west. In this study, modernization process will be analyzed within the extent of Europe and the explained its reflections on the Ottoman administration with different dimensions. In addition to, Europe´s development has been analysed and at that time it has been given information about Otoman Empire. The loss of territory and defeats in wars weakened its position and caused lack of confidence. Then the Ottoman sense of superiority altered place and left itself to a context of equality. Since Europe was superior to the Ottomans in terms of military, the Ottoman intellectuals abroad emphasised in their writings that the Ottoman Empire needed to imitate Europe in the institutional and organisational outlines of military and technique. The observations of the intellectuals, in view of the gradual decline of the Ottoman power in world politics and technology, came out as project of reform.
