"The Unionists" and "The Union And Progress Party" During The Election Process in 1923

There were two electoral processes within the year 1923: a mayoral election in Istanbul and a nationwide general election. In the first one of these elections, the Unionists, led by Kara Kemal and his fellows, supported the Association for the Defense of National Rights that had not been completely organized in Istanbul. However, the standout of Kara Kemal and his fellows and, as a result, keeping of the Association for the Defense of National Rights in the background gave rise to a nuisance. From that date on, the Turkish Parliament Government took certain measures to reinforce its authority over Istanbul. Following his meeting with Mustafa Kemal Paşa in Izmit, Kara Kemal held a series of meetings with the renowned Unionists and established their roadmap to follow during the general election period. Decisions taken at those meetings were conveyed to Mustafa Kemal Paşa through some people. Mustafa Kemal Paşa did not want the Unionists to take an active part in elections especially in Istanbul and to intervene in the elections by any means. As an action against the probability of such an intervention, news were reported in Istanbul press to criticize the Union and Progress Party. Kara Kemal and his fellows refrained from intervening in the elections in line with the will of Mustafa Kemal Paşa. In this study, we have analyzed in depth the relations of the Unionists with Mustafa Kemal Paşa and the approach of the press towards the Unionists and the Union and Progress Party during the two electoral processes in question based on first-hand sources.

1923 yılı içerisinde biri İstanbul´da belediye seçimleri, diğeri de genel seçimler olmak üzere iki seçim süreci yaşandı. Bu seçimlerden ilkinde, henüz İstanbul´da tam anlamıyla teşkilatını kuramamış olan Müdafaa-i Hukuk Cemiyeti, Kara Kemal ve arkadaşlarının başını çektiği İttihatçılar tarafından desteklendi. Ancak, İstanbul belediye seçimlerinde Kara Kemal ve arkadaşlarının öne çıkması, Müdafaa-i Hukuk Cemiyeti´nin gölgede kalması rahatsızlık doğurdu. Bu tarihten sonra TBMM Hükümeti, İstanbul üzerindeki otoritesini sağlamlaştıracak bazı tedbirler aldı. Mustafa Kemal Paşa ile İzmit´te yaptığı görüşmeden sonra Kara Kemal, tanınmış İttihatçılar ile bir dizi toplantılar yaparak genel seçim sürecinde takip edecekleri yol haritasını belirledi. Bu toplantılarda alınan kararlar, bazı kişiler aracılığıyla Mustafa Kemal Paşa´ya iletildi. Mustafa Kemal Paşa, İttihatçıların özellikle İstanbul´da seçimlerde aktif görev almalarını, her ne suretle olursa olsun seçimlere müdahale etmelerini istemedi. Böyle bir ihtimale karşı İstanbul basınında İttihatçıları ve İttihat ve Terakki´yi eleştiren haber ve yorumlar yapıldı. Kara Kemal ve arkadaşları, Mustafa Kemal Paşa´nın isteği doğrultusunda seçimlere müdahil olmadı. Bu çalışmada, bahsi edilen iki seçim sürecinde İttihatçı kimliğiyle tanınan isimlerin Mustafa Kemal Paşa ile ilişkileri ve basının seçimler sürecinde İttihatçılara ve İttihat ve Terakki´ye dönük yaklaşımı ilk elden kaynaklara dayanılarak ayrıntılı bir şekilde incelendi.
