Subsistence Problem in Ottoman PrIsons and Detention Houses During the First World War

The Ottoman Empire, one of the important actors of the first World War, fought militarily on the fronts with the beginning of the war, while the civilian population, which was behind the front on the other hand, tried to survive in the grip of hunger and poverty. The negative conditions caused by the war were felt in the Ottoman prisons and detention houses to a great extent. In this study, in the light of archival documents, the problems experienced by prisoners and prisoners living in Ottoman prisons and detention centers during the first World War were discussed. The data shows that the convicts and detainees who stayed in Ottoman prisons and detention houses during the war years had difficulty in reaching many basic consumer goods, especially bread. On the other hand, it is understood from the archive records that there is a serious lack of deprivation in prisons and detention centers. The negativities experienced in the prisons and detention centers during the war years caused the convicts and detainees to fall ill from hunger and cold, and even some of them lost their lives.

Birinci Dünya Savaşı'nın önemli aktörlerinden biri olan Osmanlı Devleti, savaşın başlaması ile birlikte bir taraftan cephelerde askeri mücadele verirken; diğer taraftan cephe gerisinde kalan sivil halk ise açlık ve yoksulluğun pençesinde hayattta kalmaya çalışmıştır. Savaşın meydana getirdiği olumsuz koşullar Osmanlı hapishaneleri ve tevkifhanelerinde de önemli derecede hissedilmiştir. Bu çalışmada da arşiv belgeleri ışığında Birinci Dünya Savaşı yıllarında Osmanlı hapishaneleri ve tevkifhanelerinde yaşayan mahkûm ve tutukluların yaşadığı iaşe sorunları ele alınmıştır. Elde edilen veriler, savaş yıllarında Osmanlı hapishaneleri ve tevkifhanelerinde kalan mahkûm ve tutukluların başta ekmek olmak üzere birçok temel tüketim maddesine ulaşmakta güçlük çektiğini göstermektedir. Öte yandan arşiv kayıtlarından hapishane ve tevkifhanelerde ciddi bir mahrukat noksanlığının yaşandığı anlaşılmaktadır. Savaş yıllarında hapishane ve tevkifhanelerde yaşanan olumsuzluklar ise; mahkûm ve tutukluların açlık ve soğuktan hastalanmalarına, hatta içlerinden bir kısmının hayatını kaybetmesine neden olmuştur.
