The View of the March 12th Memorandum National Turkish Press

The notion of a memorandum, which is defined as a reminder to warn, to warn of anything, is to give a warning to the prisoner to give a chance to correct things that are seen wrong. When the events bringing the 12 March memorabilia to life are examined, it is seen that the economic problems brought by the Devaluation in 1970 turned into social events, student events, protests and boycotts. This is the protest organized by DISK because of the change in the largest Union of Trade Unions. 15-16 June 1970 The DISK-led march turned into a clash in the Istanbul-Kocaeli band and resulted in the declaration of martial law in these cities. The student turns into a kidnapping by changing the size of his events. In 1971, extreme left-wing militants who kidnapped four Americans collided with security forces seeking homeland with a notice on the notice that they were staying in ODTU's dormitories, while a student died and a gendarme tribe and four soldiers were wounded. Indeed, Turkey's anarchy March 12, memorandum, fratricidal strife, social and remedies available anarchic situation by establishing a strong government in order to eliminate economic unrest; the reforms envisaged by the Constitution and the application of the reform laws have been shown as a remedy. The aim of this study is to reveal the events that led to the memorandum, and to shed light on the developments and reactions experienced after the memorandum. Periodicals were used as sources in the study.

Herhangi bir şeyi hatırlatmak, uyarmak amacıyla yazılan yazı olarak tanımlanan muhtıra kavramı hükümete bir uyarı verilip yanlış görülen şeylerin düzeltilmesi şansı verilmesidir. 12 Mart Muhtırasını meydana getiren olaylar incelendiğinde 1970 Devalüasyonun getirdiği ekonomik sorunların toplumsal olaylara dönüşmesi, öğrenci olayları, protestolar ve boykotlar ana sebep olarak görülmektedir. Bu protestolardan en büyüğü Sendikalar Yasasındaki değişiklik nedeniyle DİSK tarafından düzenlenen yürüyüştür. 15-16 Haziran 1970 DİSK´in yönettiği yürüyüş İstanbul-Kocaeli bandında çatışmaya dönüşmüş ve bu şehirlerde sıkıyönetimin ilan edilmesiyle sonuçlanmıştır. Öğrenci olaylarının boyut değiştirerek adam kaçırmaya dönüşmüştür. 1971´de dört Amerikalıyı kaçıran aşırı solcu militanların ODTÜ yurtlarında sığındıklarına dair yapılan ihbar üzerine izinle yurdu arayan güvenlik güçleriyle çatışma yaşanmış, bir öğrenci ölürken bir jandarma teğmeni ve dört er yaralanmıştır. Nitekim 12 Mart muhtırasında Türkiye´nin anarşi, kardeş kavgası, sosyal ve ekonomik huzursuzluğun giderilmesi amacıyla kuvvetli bir hükümetin kurularak mevcut anarşik durumun giderilmesi; anayasanın öngördüğü reformların yapılması ve inkılap kanunlarının uygulanması çare olarak gösterilmiştir. Bu çalışmanın amacı muhtıraya sebep olan olayları ortaya koymanın yanında muhtıra sonrasında yaşanan gelişmelere ve tepkilere ışık tutmaktır. Çalışmada kaynak olarak dönemin gazeteleri kullanılmıştır.
