Mehmet Sadik Rifat Pasha and the Tanzimat
Sadık Rıfat Pahsa, one of the most leading statesmen of Administrative Reforms, played an important role in various political and administrative transformations in a problematic period of the Ottoman Empire. With the missions within and outside the country, together with his experiences he developed out of the relationships with foreign statesmen, he made significant contributions to the achievements of Mustafa Reshid Pasha who is regarded as the architect of Tanzimat. Metternich´s influence on Sadık Rifat Pasha´s ideas cannot be denied. The idea of substantial rights of men, equality and justice occupy the centre of his administration approach. He sees justice as the main factor for peace, happiness and prosperous future for the public. He usually favours such humane measures as loyalty, virtue and compassion. These opinions are not only among the main principles of Administrative Reform but also sort of prepared the preconditions for Reform Edict.

Mehmet Sadık Rıfat Paşa ve Tanzimat
Tanzimat döneminin önemli devlet adamlarından biri olan Mehmet Sadık Rifat Paşa, Osmanlı devletinin çalkantılı bir döneminde birçok idarî ve politik dönüşümde etkin rol oynamıştır. Yurtiçi ve yurtdışındaki görevleri ve yabancı devlet idarecileriyle etkileşiminden edindiği deneyimleriyle Tanzimat´ın mimarı olan Mustafa Reşit Paşa´nın icraatlarına önemli açıdan destek olmuştur. Sadık Rifat Paşa´nın düşüncelerinde Metternich´in göz ardı edilemeyecek bir yeri vardır. Sadık Rifat´ın yönetim anlayışının odağında; insan için temel haklar, eşitlik ve adalet düşüncesi yer alır. O, adaleti halkın refahı huzuru ve geleceği için temel şart olarak görür. Devlet yönetiminde hoşgörü, vefa, erdem ve insana yaraşır sevecenlik türü ölçütlere her zaman öncelik verir. Bu görüşleri, Tanzimat´ın temel prensipleri arasında yer aldığı gibi, Islahat´ın Fermanı´nın da hazırlayıcısıdır.
