Nineteenth Century Population Books of Nogai Emigrants

This article examines the Nogai migration to the Ottoman Empire between 1859 and 1862 after the surrender of Dagistani resistance leader Imam Shamil to Russia in 1859 and evaluates the Ottoman policy toward the migrants. Relying on nine detailed and two abridged record books in the Ottoman archives, the study presents that the Ottoman Empire aimed to settle the migrants as quickly as possible so that they could be self-sufficient. For that purpose, the Ottoman government recorded the migrants, prevented them from overcrowding in one place and causing chaos, and distributed daily allowances.

19. Yüzyıl Nogay Muhacirlerine Ait Nüfus Defterleri

Bu makale Şeyh Şamil´in 1859´da Ruslara teslim olmasıyla başlayan 1859-62 yılları arasındaki Nogay göçünü inceleyerek, bu göç akımıyla Osmanlı topraklarına ulaşan göçmenlere yönelik Osmanlı yaklaşımını belirlemektedir. Başbakanlık Osmanlı Arşivi´ndeki dokuz adet mufassal ve iki adet de icmal nitelikte defterin incelenmesiyle hazırlanan çalışma Osmanlı Devleti´nin gelen muhacirleri bir an evvel iskân edip, üretici konuma getirmek ve kendilerine yetebilirlikleri sağlamak için yogun çaba gösterdiğini tespit etmektedir. Bu amaçla Osmanlı Devleti nüfus tespiti yaparak, yığılma ve karışıklıları engellemiş ve muhacirlere yevmiye vererek kayıt altına almaya çalışmıştır.
