Reconstruction Activities In Istanbul at Second Constitutionalist Period (1908-1914)

Members of the Union and Progress Party who had declared the Constitutional Monarchy on July 23, 1908, aimed to save the country from destruction by controlling the public order, politics and financial administration. Also, they wanted to develope country with the inspiration received from the western countries. Ottoman Empire had a very large territory and especially road construction and transportation was an important problem. This problem also applied to the capital Istanbul. In this period, in the direction of possibilities and received debts, the roads were tried to be constructed, renewed and expanded. Also, due to the unstoppable fires, the masonry structure was began to be prefered instead of the wood structure system. The construction was not limited with the roads and buildings. In the same time, gardens and forests were built to make the city beautiful as well as the mosques and palaces, were the symbols of the city, had been restored. In 1910 electricity was started to be used at Istanbul. Along with the decrease in activities during the war periods, the administrators of the Constitutional Monarchy had tried to build the city as much as possible.

II. Meşrutiyet Dönemi İstanbul´da İmar Faaliyetleri (1908-1914)

23 Temmuz 1908´de Meşrutiyetin ilan edilmesini sağlayan İttihat ve Terakki üyeleri, ülkenin asayişini, siyasetini, mali idaresini kontrol ederek ülkeyi yıkımdan kurtarmayı hedeflerken bir yandan da batı ülkelerinden aldıkları ilhamla ülkelerini bayındır hale getirmek istemişlerdir. Çok geniş topraklara sahip olan Osmanlı Devleti için özellikle yol ve ulaşım önemli bir problem olmuştur. Başkent İstanbul için de bu durum geçerlidir. O yüzden eldeki imkânlar ve alınan borçlar doğrultusunda bir yandan yollar inşa edilmeye, yenilenmeye ya da genişletilmeye çalışılırken bir yandan da durdurulamayan yangınlar sebebi ile ahşap yapı sisteminden kagir yapıya geçilmiştir. Yapılanlar yol ve binalarla sınırlı kalmamış, şehri güzelleştirmek için bahçeler ormanlar inşa edilirken, şehrin simgesi olan camiler, saraylar da restore edilmiştir. Ayrıca 1910 yılında İstanbul´a elektrik gelmiştir. Savaş dönemleri faaliyetler azalmakla birlikte, Meşrutiyet idarecileri bu süreçte ellerinden geldiği kadar şehri imar etmiştir.
