To Make Reform in the Chaos of War and Rebellion: EXPERIENCES OF ESAD PASHA, THE GOVERNOR OF MAHMUD II

In the early 1800's it was accepted by everyone that the Ottoman Empire needed restructuring. Mahmud II, seeing that the army, which failed to show significant success in the wars, should be renewed, abolished the Janissary soldiers, which always prevented reforms. Subsequently, various innovations were made. It was not easy to implement the decisions taken in Istanbul in the provinces. Wars, riots, resistance of local dynasties, financial impossibilities, the people unaware of the aim of achieving with innovations, the corruption by some government officials prevented success. Esad Pasha was both a supporter and an important witness of the process. He was a well-educated, cultured, intelligent and resourceful personality. He was generally admired and appreciated by the Sultan. He tried to implement reforms in the governorships of Edirne, Adana, Karaman and Erzurum. In this study, the course of the reform process in provinces other than Istanbul is examined in the light of Esad Pasha's experiences.

SAVAŞ VE İSYAN HENGÂMESİNDE YENİLİK YAPMAK: II. MAHMUD´UN VALİSİ ESAD PAŞA´NIN DENEYİMLERİ

1800'lü yılların başında Osmanlı Devleti'nin yeniden yapılanma ihtiyacı içerisinde olduğu herkes tarafından kabul edilmekteydi. II. Mahmud, savaşlarda önemli başarı gösteremeyen ordunun yenilenmesi gerektiğini görerek, daima reformları engellemekte olan Yeniçeri Ocağı'nı lağvetti. Müteakiben çeşitli yenilikler gerçekleştirdi. İstanbul'da alınan kararların vilayetlerde uygulanması hiç bir zaman kolay olmadı. Savaşlar, isyanlar, yerel hanedanların direnişi, malî imkânsızlıklar, halkın yenilikler ile varılmak istenen amaçtan habersiz oluşu, bazı devlet görevlilerinin yaptıkları yolsuzluklar başarı elde edilmesini engelledi. Esad Paşa sürecin hem destekçisi hem de önemli tanıklarından biriydi. O iyi bir eğitim görmüş, kültürlü, akılllı ve dirayetli bir şahsiyet idi. Genelde Padişah tarafından beğenilmekte ve takdir edilmekteydi. Edirne, Adana Karaman, Erzurum valilikleri sırasında reformları hayata geçirmeye çalıştı. Bu araştırmada Esad Paşa'nın deneyimleri ışığında reform sürecinin İstanbul dışındaki vilayetlerde nasıl bir seyir izlediği incelenmektedir.
