A Disaster Occuring in Afyonkarahisar at the Beginning of the XXth Century (The 1902 Fire and Aid for the Fire Victims)

In this study, the fire disaster occuring in Afyonkarahisar at the beginning of the XXth century and leading to great destruction in the city was discussed from various aspects. In this regard, the financial damages that the fire caused, the precautions taken to recover these damages, and the negligence and inadequacy regarding extinguishing the fire were included. This study informed about some regulations made for the purpose that these negligences and inadequacies would not happen again in similar possible disasters that might appear later on. Moreover, aids in kind and cash provided from nearby provinces and districts to the fire victims and cash aid begun by Abdülhamid II, who was the padishah of that period, in the scope of the aid campaign throughout the country were determined. The main source of the study was the documents in various classifications in the Ottoman Archives of the Prime Ministry.

Bu çalışmada, XX. yüzyıl başlarında Afyonkarahisar´da zuhur eden ve şehirde büyük tahribata yol açan yangın felaketi çeşitli yönleriyle ele alınmıştır. Bu bağlamda yangının sebep olduğu maddi hasarlar, bu hasarların giderilmesi için alınan tedbirler ile yangının söndürülmesi hususunda görülen ihmal ve yetersizliklerin, daha sonra ortaya çıkması muhtemel benzeri felaketlerde yaşanmaması noktasında yapılan bazı düzenlemelere dair bilgiler verilmiştir. Ayrıca, yangınzedelere çevre vilayet ve kazalardan yapılan ayni ve nakdi yardımlar ile dönemin padişahı II. Abdülhamid tarafından ülke genelinde başlatılan yardım kampanyası çerçevesinde yapılan nakdi yardımların tespiti yapılmıştır. Çalışmanın temel kaynağını Başbakanlık Osmanlı Arşivi´ndeki muhtelif tasniflerde yer alan belgeler oluşturmaktadır.
