Erzurum´un Yıllık Ticari Hacmine Dair Bir İngiliz Konsolosluk Raporu (18 Mart 1899)

İngiltere´nin Erzurum Konsolos Vekili Albay P. H. H. Massy geleneksel Anglo-Sakson hariciye sisteminin bir gereği olarak 18 Mart 1899´da vilâyetin ticaret hacmine dair raporunu kaleme almıştır. Çalışmada ana kaynak olarak yararlanılan İngiliz Konsolosluk raporu Erzurum Vilâyeti merkez olmak üzere bölgenin sosyo-iktisâdi yapısına katkı sağlayacak önemli bilgileri ihtiva etmektedir. Çalışmada; Erzurum Vilâyeti´nin geçmiş yıllardaki ve mevcut pazar durumlarının karşılaştırılması, ihracat ve ithalat rakamlarıyla ilgili istatistiki veriler Amerika, Almanya, Fransa, İngiltere, Avusturya, Belçika, Rusya gibi Batılı ülkelere vilâyetten ihraç/ithal edilen ürünlere dair bilgiler yer almıştır. Bu bağlamda çalışmada, Osmanlı Devleti´nin yıkılma sürecine girdiği bir dönemde Konsolosluğun gözünden vilâyetin ticarî potansiyeli ve bu pazarda İngiltere´nin bölgedeki ticaret hacminin artırılması için yapılması gerekenleri ortaya koymak amaçlanmıştır.

Colonel P. H. H. Massy, Vice-Consul of Britain in Erzurum, drew up a report on trade volume of the Vilayet on March 18, 1899 as required by the traditional Anglo-Saxon system of foreign policies. Being the main resource of reference for this study, British Consulate´s report provides very important data that might contribute to the socio-economic conditions of the region in general and province of Erzurum in particular. The report comprises comparative information about current and previous market conditions of the province, extensive statistical data including export and import figures as well as a list of products exported to/imported from western countries like the America, Germany, France, Britain, Austria, Belgium and Russia. In this context, this study aims to examine trade potential of the vilayet during dissolution period of the Ottoman Empire from Consulate´s perspective as well as measures they propose to increase Britain´s market share in trade volume of the region at that time.
