Gümüşhane´de Son Osmanlı Mebusan Meclisi Seçimleri

Erzurum ve Sivas Kongrelerinde alınan kararlardan biri yeniden Meclisin açılması idi. Ali Rıza Paşa Hükümetinin ve Padişah´ın onayıyla Meclisin açılmasına karar verilmiştir. Bu doğrultuda memleketin pek çok yerinde olduğu gibi Gümüşhane seçimleri Aralık 1919´da yapılmıştır. Gümüşhane´de Anadolu ve Rumeli Müdafaa-i Hukuk Cemiyeti adaylarıyla bağımsız adaylar seçimlere katılmışlardır. Neticede Kadirbeyzade Zeki ve Rıfkı Beyler Gümüşhane mebusu seçilmeyi başarmışlardır. Son Osmanlı Mebusan Meclisi, Türk Parlamento hayatında oldukça önemlidir. Meclis, 12 Ocak 1920´de İstanbul´da açılmıştır. Meclisin en önemli icraatı Misak-ı Milli kararlarını almaktır, bunlarla Türk Milli Mücadelesinin programını belirlemiştir. Bununla beraber Osmanlı İmparatorluğunun merkezi ve Son Osmanlı Mebusan Meclisi İtilaf Devletleri tarafından 16 Mart 1920´de işgal edilmiştir. Böylece Meclis faaliyetlerine son vermiştir. Ardından Sultan Vahdettin Meclisi fesh etmiştir. Bu çalışmada arşiv belgeleri, devrin basını, hatıralar, resmi tutanaklar kullanılarak Gümüşhane´de Son Osmanlı Mebusan Meclisi seçim süreci ve propaganda faaliyetleri incelenecektir.

The Last Ottoman Parliament Elections in Gumushane

The re-opening of the Assembly was one of the decisions taken in the Erzurum and Sivas Congress. It was decided to open the Assembly with the approval of Ali Riza Pasha Government and the Sultan. Gümüşhane elections held like many places in the country in December 1919. Candidates of the Association for the Defence of the Rights of Anatolia and Rumeli and Independent candidates participated in the elections in Gümüşhane. As a result Kadirbeyzade Zeki Bey and Rıfkı Bey elected as the deputies of Gümüşhane. The last Ottoman Parliament has a very important place in the life of the Turkish Parliament. The Assembly opened on January 12, 1920 in Istanbul. The most important action of the Assembly took the decisions of the Misâk-ı Millî(the National Pact) and it determined the program of the Turkish National Struggle with them. However, the centre of the Ottoman Empire and the last Ottoman Parliament were occupied by the Entente States on 16 March 1920. Thus, the Assembly had to end its activities. Then the last Ottoman Parliament was dissolved by Sultan Vahdeddin. In this study it will be examined propaganda activities and election process of the Last Ottoman Parliament elections in Gümüşhane by utilizing the archive documents, the newspapers, official minutes, memories.
