III. AHMED DÖNEMİNDE OSMANLI-İRAN SEFERLERİNE SİVAS EYALETİNİN KATKILARI

Osmanlı Devleti, XVIII. yüzyılın ilk yarısında Rusya, Venedik, Avusturya ve Safavî devletleriyle savaşlara girmiştir. Bu devletler içinde en uzun süreli savaşlar Safavî Devleti ile olmuştur. İran ile 1723´te başlayan savaşlar bazı kesintiler olmakla birlikte 1747´ye kadar devam etmiştir. Osmanlı Devleti bu uzun süreli İran harplerinde doğu sınırlarını savunmak ve güven altında tutmak için yoğun çaba harcamıştır. Diğer seferlerde olduğu gibi Osmanlı-İran harplerinde ordunun sefer hazırlıkları ile askerin iaşe ve ikmal hizmetleri için bütün ülkenin maddi ve insan kaynakları seferber edilmiştir. Anadolu´nun orta kol güzergâhı üzerinde yer alan Sivas eyaleti de bu seferlere hem asker göndermiş hem de lojistik destek sağlamıştır. Sivas eyaletinden Osmanlı-İran seferlerine yapılan katkılar spesifik bir inceleme konusu olmamıştır. Bu makalede III. Ahmed döneminde Osmanlı Devleti tarafından doğuda İran topraklarına yönelik gerçekleştirilen seferlere Sivas eyaletinden yapılan asker sevkler ve lojistik destekler ele alınmıştır. Bu desteklerin genel olarak asker, zahire, finans ve nakil hayvanı tedariki şeklinde olduğu tespit edilmiştir. Asker desteği bakımından Sivas eyaletinden seferlere katılan askeri birlikler arasında kapıkulular, zeamet ve timar erbabı, kapı halkları, serdengeçtiler ve levendler bulunmaktadır. Mali bakımından seferlere katılan askerlerin çeşitli masrafları için eyalet halkından avarız ve imdad-ı seferiye vergileri alınmıştır. Ordunun iaşe ve nakliye hayvanlarının yem ihtiyaçlarını karşılamada sıkıntı yaşandığında ise sefer güzergâhındaki Sivas eyaleti kazalarından zahire mubayaası gerçekleştirilmiştir. Ayrıca eyaletten ordu mühimmatı ve erzakının nakliyesi için deve, at ve katır gibi yük ve binek hayvanları ile araba talep edilmiştir. Çalışmanın ana kaynakları 119 numaralı Tokat Şer`iyye Sicili ile Devlet Arşivleri Başkanlığı Osmanlı Arşivi´nden temin edilen Mühimme Defterleri hükümleri ve Cevdet Askeri Fonu belgeleridir. Ayrıca konuya ilişkin modern incelemelere de müracaat edilmiştir. Çalışma, mevcut kaynaklar yardımı ile 1723-1730 dönemi Osmanlı-İran seferleri sırasında Sivas eyaletinin Osmanlı ordusuna sağladığı asker ve lojistik desteğin boyutlarını ortaya koymayı amaçlamaktadır. Yine makalenin Osmanlı askeri tarihi çalışmalarına da katkı yapması hedeflenmiştir.

Contributions of Sivas Province to Ottoman-Iranian Expeditions During Ahmad III's Period

Ottoman Empire entered into wars with the states of Russia, Venice, Austria and Safavi in the first half of the XVIIIth century. Among these states, the longest-lasting wars have been with the Safavi State. The wars with Iran, which began in 1723, continued until 1747, although there were some interruptions. During these long-term Iranian Wars, The Ottoman Empire made intensive efforts to defend and secure its eastern borders. As in other expeditions, in the Ottoman-Iranian Wars, the material and human resources of the entire country were mobilized for the preparation of the army's expedition and the military's food supplies and replenishment services. Sivas province, located on the middle branch route of Anatolia, also sent troops and provided logistical support for these expeditions. Contributions made to Ottoman-Iranian expeditions from Sivas province have not been the subject of specific review. In this article, during Ahmad III's reign, military shipments and logistical support from Sivas province were considered for expeditions carried out by the Ottoman state to the territory of Iran in the East. It was determined that these supports were generally in the form of the supply of soldiers, food supplies, finance and transport animals. Among the military units participating in the expeditions from Sivas province in terms of military support are troops directly under the sultan´s command, zeamet and timar-holding cavalries, the household troops of a governor, suicide squads and irregular military forces. For the various expenses of the soldiers who participated in the expeditions in terms of finances, extraordinary taxes and expedition aids were collected from the people of the province. When the army had trouble meeting the feed needs of food supplies and transport animals, grain purchases were made from the dictricts in Sivas province on the expedition route. In addition, cargo and passenger animals such as camels, horses and mules and cars were requested from the province for the transport of army ammunition and supplies. The main sources of the study are the provisions of the Muhimme Registers and the documents of the Cevdet military Fund obtained from the Ottoman archive of the presidency of the State Archives and Tokat Court Registry No. 119. In addition, modern reviews of the subject have been applied. The study aims to reveal the dimensions of the military and logistical support that Sivas province provided to the Ottoman army during the Ottoman-Iranian expeditions of 1723-1730 with the help of available resources. Again, the article was intended to contribute to the study of Ottoman military history.
