Kaos ve Kriz Ortamında (1807-1808) Fransa´nın Babıâli Üzerindeki Etkisi

Mayıs 1807´de meydana gelen Kabakçı Mustafa isyanı, "Nizam-ı Cedit" olarak adlandırılan yenileşme sürecinin sonunu getirdiği gibi, ülkedeki kaos ve krizin doruk noktasına ulaşmasına sebebiyet vermişti. Osmanlı Devleti´nin, Avrupa Diplomasi sistemine uyum sağlamaya çalıştığı bu süreçte İngiltere-Rusya-Fransa denklemine sıkışan Babıâli dış politikasını tamamıyla Fransa´ya teslim etmişti. IV. Mustafa döneminde Babıâli´de hakim olan kadronun muhalefeti ve direnişine rağmen, ülkenin içinde bulunduğu kaos ve Fransa´nın Avrupa´da tek güç haline gelmesiyle üstünlüğünü koruyan Fransa elçisi Sebastiani, Osmanlı Devleti´nin Rusya ve İngiltere´yle yapacağı antlaşmalardan Bağdat´a vali atanmasına, Divan-ı Hümâyûn tercümanın katledilmesi hatta devlet adamlarının sürgününe kadar devletin iç işlerinde hâkimiyet sağlamış ve döneme damgasını vurmuştu. Bu çalışmada Osmanlı Devleti´nin bu süreçteki Fransa odaklı dış siyaseti merkez alınarak aslında diplomasi alanında geçirmiş olduğu büyük değişime yer verilecektir.

The Influence of France on the Porte in the Atmosphere of Chaos and Crisis (1807-1808)

The rebellion of Kabakçı Mustafa which broke out in May 1807 not only put an end to the process of renovation named as "Nizam-ı Cedit" but also drove the country into an atmosphere of chaos and crisis. In the process whereby the Ottoman Empire was trying to adapt to the European diplomatic system the Porte-which was squeezed among Britain, Russia and France-surrendered its foreign policy to France totally. Despite the opposition and resistance from the dominant staff in the reign of Mustafa IV, thanks to the chaos which the Ottoman Empire was in and France´s rising to the position of single dominant power in Europe, French Ambassador Sebastiani, who retained his superiority, established control over the domestic affairs of the Ottoman Empire ranging from the treaties between the Ottoman Empire and Britain or Russia, appointment of mayor to Baghdad, killing of the Diwan translator; even the exile of statesmen. In this study centering on the foreign policy of the Ottoman Empire, which was pivoting around France, the great change that the Ottoman Empire underwent in the realm of diplomacy will be dealt with.
