Kıbrıs'ta Çözüm Planlarına Göre Kolluk Kuvvetleri ve Özellikleri

Bu araştırmada, Kıbrıs´ta çözüm plânlarına göre kurulmak istenen kolluk kuvvetlerinin yapısı ve özellikleri ele alınmıştır. Bundan hareketle araştırmanın temel amacı, Kıbrıs´ta taraflar arasında cereyan eden görüşmelerde kolluk kuvvetlerinin nasıl kurulacağını ve hangi yetkilere göre çalışacağını göstermektir. Bu gerçekten hareketle araştırma, üç ana bölümden oluşmaktadır. Birinci bölümde 1960 rejimine göre kurulan kolluk kuvvetleri ele alınıp değerlendirilmiştir. İkinci bölümde kolluk kuvvetlerinin Gali Plânı´na göre incelemesi yapılmıştır. Üçüncü ve son bölümde ise Annan Plânı´na göre kolluk kuvvetlerinin oluşumu, yetkileri ve görevleri belirtilmiştir.

In this research, the structure of law enforcement officers and their characteristics attempted to be established in Cyprus according to plans of resolution have been addressed. Therefore, the primary goal of this research is to display how law enforcement officers could be established and on what authorities their tasks will be based on during the talks held between the parties in Cyprus. Based on this reality, the research is composed of three main sections. The first section has dealt with and assessed the law enforcement officers established according to the 1960 regime. In the second section, the law enforcement officers have been examined according to the Gali Plan. In the third and last section, the development, privileges and duties of the law enforcement officers have been expressed based on the Annan Plan.
