Osmanlı Devleti´nin Son Döneminde Ereğli Kömür Havzası (1829-1920)

Ereğli Kömür Havzası, kömürün bulunuşundan günümüze değin önemini hep korumuştur. 1829 yılında kömürün Zonguldak Ereğli´de bulunmasıyla başlayan bu süreç, gerek kömürün işletilmesi, gerekse kömürün iç ve dış piyasalara satışı sırasında da devam etmiştir. Osmanlı Dönemi´nde havzada, yerli ve yabancı sermayedarlar aracılığıyla kömür üretimi yapılmış, ancak bunda istenen üretim hedefine ulaşılamamıştır. 1867 yılında Dilaver Paşa Nizamnamesi uygulamaya konarak ocaklarda zorunlu çalışma dediğimiz "mükellefiyet" uygulaması yapılmış, fakat yine de hedeflenen sonuç elde edilememiştir. Bahriye Nezareti zamanında ise üretilen kömürün % 40´nın satışına izin verilmesi üzerine havzaya hem sermaye akını olmuş hem de kömür üretimi artmıştır. Fakat yabancı sermaye sahipleri kömür havzasında her zaman kendi çıkarlarına göre hareket ettiği için arzulanan kömür üretimi hep düşük seviyede kalmıştır.

Ereğli Coal Basin in the Late Ottoman Empire (1829-1920)

The Ereğli Coal Region has always kept its importance since its discovery in 1829. The period starting with the discovery of coal in Zonguldak Ereğli, has continued with the processing of the coal as well as marketing it to domestic and foreign markets. During the Ottoman period, the production of coal was done by means of domestic and foreign investors but the target production goal could not be reached. Although in 1867 the Dilaver Pasa Regulation required obligatory work until the target production goal was met, the result did not change. Once the Ottoman Ministry of the Navy permitted the sale of 40% of the coal production, both the capital flow and the production of coal increased. Nevertheless, the foreign capital owners have always acted according to their own benefits and the coal production remained low.
