Osmanlı Donanması´nda Sağlık Hizmetlerine Genel Bir Bakış (1797-1858)

Döneminin önemli deniz kuvvetlerinden bir tanesine sahip olan Osmanlı Devleti, donanmanın iaşe ve ikmaline büyük önem vermiştir. Geniş Osmanlı coğrafyası içerisinde gerekli olan malzemeler kolaylıkla temin edilebilmiş olsa da sağlık alanında yetişmiş personel bulma konusunda zorluk çekilmiştir. Bu noktada devlet, ihtiyacı olan personeli devrin Osmanlı eğitim sistemi içerisinde yetişmiş olan hekimlerden ya da Gayrimüslim unsurlardan karşılamaya çalışmıştır. Dış kaynaktan sağlanan sağlık personelinin istenilen düzeyde başarılı olamamasından ötürü III. Selim döneminde Tersâne-i Âmire´de, Tıphâne kurulmuş ve donanmada yer alacak sağlık personeli ve kullanılacak malzemelerin temini konusunda önemli adımlar atılmıştır. Bu çalışmada 1797-1858 tarihleri arasında Osmanlı Donanması´nda verilen sağlık hizmetleri ana arşiv kaynakları kullanılarak hatlarıyla ele alınmıştır. Çalışmada ilk olarak Osmanlı Devleti´nin denizlerdeki durumuna giriş yapıldıktan sonra iaşe ve ikmal konusuna çok kısaca değinilmiştir. Çalışmanın devamında ise gerekli sağlık personelinin temini konusu ele alınmış olup, bu konuda ne gibi sıkıntıların yaşandığı ve ihtiyaç olan personelin temini için ne gibi çalışmaların yapıldığı gösterilmiştir. Çalışmanın devamında ise Osmanlı Donanması´nın sağlık hizmetleri için yapılan harcamalar ayrı başlıklar altında incelenmiştir. Bu noktada ilk olarak görev alan sağlık personelinin maaş ödemeleri ele alınmıştır. Maaş ödemelerinden başka diğer bir önemli gider kalemi de hastaların tedavisinde kullanılacak olan ecza malzemelerinin ve ecza sandıklarının hazırlanması meselesi gösterilmiştir. Harcamalar kısmının devamında ise donanma gemilerinde veya hastanelerinde vefat eden askerlerin defin işlemleri ve masraflarıyla, donanmaya ait hastaneler için yapılan çeşitli harcamalar ayrı başlıklar altında değerlendirilmiştir

A General Overview of Health Services in The Ottoman Navy (1797-1858)

The Ottoman Empire, which had one of the most important naval forces of its time, attached great importance to the supply and supply of the navy. The necessary materials were easily supplied within the vast Ottoman geography but it was difficult to find trained personnel in the field of health. At this point, the state tried to meet the personnel in need from physicians or non-Muslim elements who had grown up in the Ottoman education system of the era. Due to the failure of outsourced medical personnel to be at the desired level, During the Selim III. period, the Tıphâne was established in the Tersâne-i Âmire and important steps were taken in the provision of the medical personnel and the materials to be used in the navy. In this study, the health services provided in the Ottoman Navy between 1797 and 1858 were covered in contours using the main archive resources. In this study, the subject of subsistence and resupply was mentioned very briefly after the introduction of the state of the Ottoman Empire at sea. In the continuation of the study, the issue of supplying the necessary medical personnel has been discussed and what problems have been experienced in this regard and what kind of efforts have been done to provide the personnel needed. Further more, the expenditures of the Ottoman Navy for health services were examined under separate headings. At this point, the salary payments of the first medical personnel who were employed were discussed. In other words, the issue of preparing pharmaceutical materials and pharmacy crates to be used in the treatment of patients has been shown. In the continuation of the expenditure section, the burial procedures and expenses of the soldiers who died on naval ships or hospitals and various expenditures for naval hospitals were evaluated under separate headings.
