Osmanlı Köy ve Mahalle İdarelerinde Yeni Bir Dönem: İhtiyar Meclislerinin Teşekkülü
Bu makale 1864-1871 yılları arasında köy ve mahalleler hakkında yayımlanan yeni nizamnameler ile bunlar doğrultusunda yürütülen çalışmaları inceleyerek, Osmanlı hükümetinin halkın dini inançlarını esas alarak Müslüman ve gayrimüslim halkı yerel idareye ortak ettiğini tespit etmektedir.

A New Period in the Ottoman Village and Neighbourhood Administrations: Formation of the Council of Elders/Selection
This article examines the creation and implementation of Ottoman regulations from 1864 to 1871 concerning villages and neighbourhoods and explains that in considering the religious beliefs of the population, the new regulations incorporated the Muslim and non-Muslim population in local administrations.
