Osmanlı Taşra Yönetiminde Bir İktidar Mücadelesi Örneği: İzmit Mutasarrıfı Selim Sırrı Paşa´nın Karamürsel Kaymakamı İle Yönetim Çatışması

Selim Sırrı Paşa Vidin doğumlu olup, İzmit tarihinde derin izler bırakmış bir devlet adamıdır. Vidin´de başladığı memuriyet hayatını Samsun ve Sivas´ta sürdürmüş daha sonra İstanbul´da yollar ve köprüler seyyar müfettişliğinde görev almıştır. İzmit 1887´de müstakil mutasarrıflık yapıldığında, Selim Sırrı Paşa mutasarrıf atanmış ve 1895´e kadar görevini sürdürmüştür. Bu süre zarfında başta İzmit olmak üzere Adapazarı ve diğer kazaların imarında çok önemli eserler bırakmıştır. Adapazarı-Geyve yolu ile İzmit-Anadolu demir yolunun inşası onun döneminde gerçekleşmiştir. İzmit´in sembolü sayılan çınar ağaçları Sırrı Paşa´nın eseridir. Yönetim anlayışı farklı olan Selim Sırrı Paşa, görev süresince bürokratlarla birçok çatışma yaşamıştır. Bunlardan biri İzmit kumandanı Sadeddin Paşa ile yaşanmıştır. Diğeri ve en önemlisi ise Karamürsel kaymakamı ile yaşanan yetki çatışmasıdır. Birbirlerini görev alanlarına müdahale ile suçlamışlardır. Sırrı Paşa, kaymakam tarafından hükümete şikâyet edilmiş, soruşturmalar açılmıştır. Bu süreçler neticesinde iki defa görevden azledilmiş, bir defa da azledilmesi için üst düzeyde yazışmalar yapılmıştır. Paşa´nın ikinci azli 1895´te gerçekleşmiş ve bir daha İzmit mutasarrıflığına geri dönememiştir. Bu çalışmada Selim Sırrı Paşa hakkında 1889 ve 1890 yıllarında yapılan şikâyetler ve buna bağlı yaşanan çatışmalar, azil ve tekrar göreve iade süreçleri ele alınmıştır. Selim Sırrı Paşa örneğinde 19. Yüzyılın sonlarında taşra yönetiminin sorunları ve çözüm yollarına dikkat çekilmiştir.

Selim Sırrı Pasha was born in Vidin and is a statesman who left deep traces in the history of Izmit. He continued his civil service life, which he started in Vidin, in Samsun and Sivas, and later worked in the inspector of roads and bridges in Istanbul. When Izmit was made independent governor in 1887, Selim Sırrı Pasha was appointed as governor and continued his duty until 1895. During this period, he left very important works in the development of İzmit, Adapazarı and other districts. The construction of the Adapazarı-Geyve road and the Izmit-Anatolia railway was carried out during his period. Plane trees, which are regarded as the symbol of Izmit, are the work of Sırrı Pasha. Selim Sırrı Pasha, who has a different understanding of management, had many conflicts with bureaucrats during his tenure. One of them was experienced with Sadeddin Pasha, the commander of Izmit. The other and most important is it is a conflict of authority with the district governor of Karamürsel. They accused each other of interfering with their duties. Sırrı Pasha was complained to the government by the district governor and investigations were opened. As a result of these processes, he was dismissed twice and once at a high level correspondence was made for his dismissal. The second dismissal of Pasha took place in 1895 and he could not return to Izmit governorship again. In this study, the complaints made about Selim Sırrı Pasha in 1889 and 1890 and the conflicts related to this, the processes of dismissal and reinstatement were discussed. In the example of Selim Sırrı Pasha, attention was drawn to the problems and solutions of the provincial administration at the end of the 19th century
