Tanzimat Döneminde Rüşvetle Mücadele: Akif Paşa´nın Muhakemesi

Akif Paşa, II. Mahmud döneminin önde gelen şahsiyetlerden biri idi. Merkezî bürokrasinin önemli kademelerinde görev yaptı. Hariciye ve Dâhiliye nazırlıklarında bulundu. Abdülmecid'in padişah olması üzerine Kocaeli Mutasarrıflığına tayin edildi. Ancak birkaç ay sonra kendisinin ve emrindekilerinin rüşvet aldığı, idarede adaletsizliklere sebebiyet verdiği gerekçesiyle görevine son verildi. Muhakeme sonucunda suçu sabit görüldü. Bir daha devlet görevi verilmemek, iki yıl Edirne'de ikamet etmek, vezir ve paşa unvanlarını kullanmamakla cezalandırıldı. İstanbul'a döndükten sonra artık devlet işleri ile meşgul olmadı. 1845 yılında gerçekleştirdiği hac ziyaretinden dönüşte İskenderiye'de vefat etti. Devrin önde gelen şairlerinden olan Akif Paşa'nın muhakeme edilip cezalandırılması, Tanzimat Fermanı'nın okunmasıyla başlayan yeni dönemin dikkat çekici olaylarından biridir. Bu makalede Akif Paşa'nın yargılama süreci arşiv belgeleri ile birinci ve ikinci el kaynaklardan yararlanılarak araştırılmıştır.

The Struggle with Bribery in the Tanzimat Period: The Trial of Akif Pasha

Akif Pasha was one of the leading figures of the Mahmud II. He served in important positions in the central bureaucracy. He served as the Ministry of Foreign Affairs and the Internal Affairs. After Abdulmecid became the sultan, he was appointed as the Governor of Kocaeli. However, a few months later, he was dismissed on the grounds that he and those under his command received bribes and caused injustice in the administration. Her crime was found fixed at the end of the trial. He was punished with not to be given a state duty again, to reside in Edirne for two years and not to use the titles of vizier and pasha. After returning to Istanbul, she was no longer busy with government affairs. After returning to Istanbul, she was no longer busy with government affairs. He died in Alexandria on her return from a pilgrimage in 1845. The trial and punishment of Ali Pasha, one of the leading poets of the period, is one of the remarkable events of the new period, which started with the reading of the Tanzimat Edict. In this article, the trial process of Akif Pasha has been investigated by using archive documents and primary and secondary sources.
