Sultan II. Abdülhamid´in Saltanatının 25. Yılında Tokat ve Tokat Saat Kulesi

II. Abdülhamid dönemi üzerine günümüze değin yapılan çalışmalarda bir nesnel yaklaşım sorununun varlığı dikkati çekmektedir. Nitekim Sultan, bir kesim tarafından her yönüyle sahiplenilip neredeyse bütün icraatları kutsanırken, bir başka kesim tarafından haklı ya da haksız şiddetli eleştirilere maruz kalmıştır. Bu durumda "ilerici, baskıcı ya da gerici" gibi yaftacı yaklaşımları bir kenara bırakıp, tarafgirlik girdabına kapılmadan ve olabildiğine objektif çalışmalarla dönemi aydınlatmaya çalışmak en doğru yaklaşım olacaktır. Bu çalışmada böyle bir yaklaşım ile II. Abdülhamid döneminde merkez-taşra ya da padişah-tebaa ilişkileri Tokat Sancağı özelinde ve 25. saltanat yılı kutlamaları dikkate alınarak değerlendirilmiştir. Yirminci yüzyıla girilirken Osmanlı toprakları üzerinde başlatılan imar faaliyeti ve yapılan kutlamalar, güçlü hükümdar profilinin taşra birimlerindeki ya da halk üzerindeki yansımalarını analiz edilebilmek için uygun bir alan olarak düşünülmüştür. Çalışma ile II. Abdülhamid´in saltanatta kaldığı müddette Osmanlı kent yaşamında sağlanan ilerlemeler ve kent ahalisinin toplumsal dönüşümü Tokat özelinde mercek altına alınmıştır. Böylece II. Abdülhamid döneminin Tanzimat ile başlayan modernleşme sürecinin bir devamı sayılıp sayılamayacağı sorusuna da bir cevap aranmıştır. II. Abdülhamid dönemi Osmanlı Devleti saat kulesi geleneğinde özel bir yere sahiptir. Sultanın 25. saltanat yılı kutlamaları çerçevesinde yapılan Tokat Saat Kulesi, bu geleneği temsil eden ve günümüze ulaşan eserlerden birisi olarak bu çalışmanın bir başka boyutunu oluşturmuştur. Saat kulelerinin gelişim süreci, modern kent oluşumu bilincinin takip edileceği diğer bir alan olarak karşımıza çıkmaktadır. Bu çalışmaya esas olan konular, Osmanlı arşiv belgeleri, dönemin gazeteleri, salnameler ile kişisel görüşmelerden elde edilen bilgiler çerçevesinde ele alınmıştır.

It is noteworthy that there was a objective approach problem in the studies conducted during the reign of Abdülhamid II. As a matter of fact, while the sultan in question was embraced in all aspects by one segment and blessed almost all of his actions, he was subjected to severe or justified criticism by another segment. In this case, leaving aside stigmatizing approaches such as "progressive, repressive or regressive", it would be the best approach to try to enlighten the period with unbiased and objective studies. In this study, with such an approach, the central-provincial or sultan-public relations during the reign of Abdülhamid II were evaluated in the Tokat Sanjak specific to the 25th sultanate year celebrations. While the transition to XXth century, the zoning activities and celebrations started throughout the country were seen as a suitable area to analyze the reflections of the powerful ruler profile on the provincial units or the people. With this study, the advances in Ottoman urban life and the social transformation of the people of the city in the period of Abdulhamid II were examined in Tokat. Thus, an answer was sought to the question of whether the Abdulhamid II period could be regarded as a continuation of the modernization process that started with the Tanzimat. Abdulhamid II period has a special place in the Ottoman Empire clock tower tradition. Tokat Clock Tower, built within the framework of the 25th reign of the Sultan celebrations, constitutes another dimension of this work as one of the works that represent this tradition and have survived to the present day. The development process of the clock towers appears as another area where modern city formation awareness will be followed. The subjects that are the basis of this study were handled within the framework of the information obtained from Ottoman archive documents, newspapers of the period, yearbooks and personal interviews.
