TÜRK DIŞ POLİTİKASINDA YENİ BİR YAKLAŞIM: FAO-TÜRKİYE MÜNASEBETLERİ (1948-1960)

Türkiye’nin Birleşmiş Milletler Gıda ve Tarım Örgütüne (FAO) üye olduğu 6 Nisan 1948’den 1960 yılına kadar Türk-FAO ilişkileri ve bu ilişkilerin tarım ekonomisine olan yansımaları çalışmanın konusunu teşkil etmektedir. Konu, FAO’nun amaç, görev ve temas ettiği kuruluşlar; FAO Kalkınma Projeleri İktisadi Tahlil Enstitüsü Akdeniz Yetiştirme Merkezi’nin Türkiye’de kuruluş çalışmaları ve faaliyetleri; Türk-FAO ilişkileri içerisinde diğer faaliyetler ile sınırlandırılarak üç dönem halinde ele alınmıştır. Çalışmanın kaynak materyalini, Başbakanlık Cumhuriyet Arşivi Belgeleri, resmi yayınlardan; TBMM Zabıt Ceridesi, kanunlar ve tutanak dergileri, Türkiye Cumhuriyeti Resmi Gazetesi ve Ayın Tarihi ile dönemin süreli yayınları arasında bulunan ekonomi dergilerinin makaleleri oluşturmaktadır. Konu incelenirken, Türk-FAO münasebetlerinin bölge ve dünya ülkelerine sağladığı katkılar göz önüne alınarak değerlendirilmelerde bulunulmuştur. Çalışmadan elde edilen sonuçlar şunlardır: Türkiye’nin FAO’ya üye olduğu tarihten itibaren bu kuruluşun içerisinde yer aldığı yurt içi ve yurt dışı, ziraat, hayvancılık ve ormancılığı ilgilendiren birçok alanda uluslararası kongre, konferans ve toplantılara katılarak kendini geliştirmesi, ülkenin tarım ekonomisine katkılar sağlanmasına yol açmıştır.

This study examines the Türkiye-Food and Agriculture Organization of the United Nations (FAO) relations from 6 April 1948, when Türkiye became a member to FAO, to 1960 and the reflections of these relations on agricultural economy. The subject is limited to the goal of FAO, its duties, institutions it contacts with; the foundation purposes and activities of Mediterranean Cultivation Center at Development Projects Economic Analysis Institute in Türkiye within the scope of the Türkiye-FAO relations and other activities conducted within the framework of the Türkiye-FAO relations and addressed under three periods. The source materials of the study are Prime Ministry Republic archive documents, official publications such as Grand National Assembly of Türkiye’s (TBMM) proceedings of memorandum, laws, journals of official reports, Official Gazette of Republic of Türkiye, Ayın Tarihi journal (government’s dating publication), and articles from the economics magazines of the period. The relevant evaluations have been made considering the contributions of the Türkiye-FAO relations to the countries in the region and in the world. The study has found out that Türkiye developed itself by participating in international congresses, conferences, and meetings concerning agriculture, animal husbandry, and forestry and involving FAO that were held inside and outside the country as of the time it became a member to FAO, which made contributions to the economy of the country.
