Basic Education in Turkey With Unesco Cooperation and the Laubach Method Test Plan

After World War II, various units were established to provide world peace. The most important of these was Unesco, which was established to provide peace in the sense of education and culture and to help affected states suffering from war. Since the establishment of Unesco in 1946, Turkey has become a member state and has been among the constituent states of Unesco. Unesco, as a part of Unesco's goals, provided assistance to Turkey to send specialists in literacy and public education. Frank C. Laubach, who was sent by Unesco to teach adults reading and writing, has proposed the Laubach method project, which is known by its name in Turkey. The Laubach project has taken place in history as an experiment for Turkey. There have been other specialist during the period in Turkey too. Such studies aiming to increase the literacy rate have contributed to the literacy in Turkey. In the study, Laubach project and experiment were explained. The newspapers (Cumhuriyet) and main sources were used in the study. affected states suffering from war. İkinci Dünya Savaşı´ndan sonra dünya barışının sağlanması konusunda birtakım kuruluşlar oluşturulmuştu. Bu kuruluşlardan en önemlisi eğitim ve kültür anlamında barışı sağlamak ve savaştan zarar görmüş devletlere yardım etmek amacıyla kurulan Unesco´ydu. 1946 yılında kurulan Unesco´ya Türkiye, kurulduğu andan itibaren üye devlet olmuş ve kurucu devletler arasında yer almıştı. Unesco´nun hedefleri arasında Temel eğitim konusu yer almaktaydı. Temel eğitim konusunda Unesco, Türkiye´ye yetişkinlere okuma-yazma ve halk eğitimi alanlarında uzmanlar göndermek üzere yardımda bulunmuştu. Yetişkinlere okuma-yazma öğretme metodu tespiti için Unesco tarafından gönderilen Frank C. Laubach Türkiye´ye gönderilmişti. Frank C. Laubach Türkiye´ye kendi adıyla anılan Laubach metodu projesini önermişti. Deneme projesi olarak hazırlanan Laubach projesi Türkiye için sadece bir deneme olarak tarihte yerini almıştı. Türkiye´ye dönem içerisinde Frank C. Laubach´ten başka gelen uzmanlar da olmuştu. Okuma-yazma oranının artırılması hedeflenen bu tür çalışmalar, okuma-yazma oranının artmasına katkı sağlamıştır. Unesco hakkında kısa bir girişle başlayan çalışmamızda, Temel eğitim ve Türkiye´de Temel Eğitim Merkezi´nin kurulmasına yer verildikten sonra Laubach projesi ve denemesi anlatılmıştır. Dönemin basını ve ana kaynaklarının kullanıldığı çalışmada dönemin diline sadık kalınmıştır.
