DP Dönemi´nde Devletçilikten Kopuş Bağlamında Petrol Kanunu ve Amerika´nın Etkisi

19. yüzyılda petrol yataklarının keşfedilmesiyle önem kazanan petrol politikası, Osmanlı Devleti´nde "imtiyaz"lar yoluyla yürütülmüştür. Cumhuriyet Dönemi´nde ekonomik alanda "devletçi" anlayışın giderek güç kazanması, petrol politikasını da etkilemiş ve hükümetin petrol üzerindeki hakimiyetini arttırıcı düzenlemeler yapılmıştır. Benzer düzenlemeler İkinci Dünya Savaşı sürecinde de gerçekleştirilmiştir. İkinci Dünya Savaşı sonrasında Türkiye´nin dış politikadaki tercihleri, yeni bir sürecin kapısını aralarken, "devletçi" anlayışın ekonomi üzerindeki hakimiyetinde gevşemeler gözlenmiştir. Ekonomideki gevşeme süreci, DP´nin iktidara gelmesiyle birlikte "devletçilikten kopuş"a yönelmiştir. Devletçilikten kopuş, petrol politikasına da sirayet etmiştir. Devletin mutlak hakimiyeti altında bulunan petrol politikası, DP´nin iktidara gelmesinden sonra "liberal" akımın etkisi altına girmiştir. 12 Kasım 1952´de yayınlanan Bakanlar Kurulu Kararnamesi´yle petrol politikasında liberalleşme yolunda ilk somut adım atılırken, 7 Mart 1954´te kabul edilen kanunla "devletçilikten kopuş" resmileşmiştir. DP Dönemi´nde petrol politikasında yaşanan dönüşümün incelendiği bu çalışmada, dönüşüme yol açan dinamikler irdelenmiştir. Petrol politikasındaki dönüşümde hükümetin siyasi tercihleri kadar ABD´nin uluslararası politikalarının da etkisi olduğu sonucuna varılmıştır. Bu çalışmanın kaynakçasında arşiv belgeleri, resmî ve süreli yayınlar ile konu hakkında yazılmış telif eserler önemli yer tutmaktadırlar.

The petroleum policy, which gained importance with the discovery of petroleum deposits in the 19th century, was carried out in the Ottoman State through "concessions". The increasing power of the "statist" approach in the economic area in the Republican Period also affected the petroleum policy and arrangements were made to increase the government's dominance over the petrolum. Similar arrangements were made during the Second World War. Choices of Turkey in foreign policy in the aftermath of the Second World War, while has opened the door to a new process, loosening has been observed in the domination of the "statist" approach over the economy. Relaxation process in the economy, turned into a "break from statism" with DP coming to power. Breaking from statism has spread to petroleum policy too. The petroleum policy, which is under the absolute domination of the state, came under the influence of the "liberal" movement after the DP came to power. While taking the first concrete step towards liberalization in petroleum policy through the Decree of the Council of Ministers published on 12 November 1952, with the law adopted on 7 March 1954, the "break from statism" was officialized. In this study, in which the transformation in petroleum policy during the DP Period was examined, the dynamics leading to the transformation were examined. It was concluded that on the transformation in petroleum policy the political preferences of the government as well as the international policies of the USA also had an impact. In the bibliography of this study, archive documents, official and periodicals and copyrighted works on the subject have an important place.
