Hudeyde Mebusu Zühdü Efendi ve Yemen Layihası
Yemen, Osmanlı Devleti´nin idaresine girdiği tarihten itibaren isyanlarla anılmış ve merkezi otoriteden uzak kalmış bir vilayettir. 20. yüzyılın başından itibaren Yemen´deki isyanlar şiddetini artırarak genişlemeye başlamıştır. Osmanlı idarecileri Yemen´de istikrarı sağlamak için askeri harekât düzenlemenin yanı sıra, mülki çözümleri de masada tutmuştur. Bölgede görev almış yöneticilerin görüşlerini dikkate almıştır. Bu anlamda Yemen Vilayeti´ni temsil etmek üzere Osmanlı Meclisi´nde yer alan Zühdü Efendi´nin sunduğu rapor, meclis faaliyetleri ve onun Yemen´deki meslek hayatı bu çalışmanın konusunu oluşturmaktadır. Zühdü Efendi´nin Yemen´in isyanına dair yazdıkları ve mecliste söyledikleri incelenmiştir. Onun sunduğu çözüm önerileri ele alınmıştır.

Zuhdu Efendi, the Representative of Hudeyde and the Petition of Yemen
Yemen, which was remembered with the rebellions from the beginning of the Ottoman rule in the area, is a vilayet far away from the central authority. The intensity of the rebellions was started to increase and widen from the beginning of the 20th century in Yemen. Ottoman officials also used the civil solutions while they were using the military operations for establishing the public order in Yemen. Also, they took care of the opinions of the officials who had worked in Yemen. In this paper, the report of Zühdü Efendi, a representative of Yemen in Ottoman parliament, his activities in the parliament and his career in Yemen are going to be mentioned. His writings and his speeches in the parliament about the Yemen rebellion and also his advices are going to be held in this paper.
