İktidarın Bilme Nesnesi Olarak Tarih: Adnan Menderes Örneği

Devlet, iktidar ve tarih mefhumu egemenlik ve güç ilişkileri bağlamında insanın geçmiş sosyal deneyimlerinden günümüze dek farklı formlar kazanarak süregelmiştir. Efsaneler, puslu kalmış zamanların soyutlanmış ifadeleri olmanın ötesinde, uzun antik dönem boyunca tanrıların, kralların ve diğer egemen unsurların farklı toplumsal katmanlar üzerinde otorite kurmasını kolaylamıştır. Toplumsal sürecin hanedan devletleri aşamasında yüceltilmiş geçmiş hanedan devletinin en büyük meşruluk ve devinimsizleştirme kaynağı olmuştur. Hanedan devletlerinin eriyip XIX. ve XX. yüzyılda yerini ulus devletlere bırakmasıyla, ortaya çıkan yurttaş kavramı ve yurttaşlığı toprak temeline bağlayan Fransız ulus modeli ve yurttaşlığı kan esasına indirgeyen Alman ulus modelinde tarih; ulusu inşa eden Fransız Devleti ve doğal intikale beraber tarihsellik de taşıyan Alman ulus modelinde tekrar göreve çağrılacaktır. Fransız Devrimi, tebaadan yurttaşlığın üretimine ve parlamentonun ortaya çıkmasına dek bir dizi süreci eşzamanlı kılar. Parlamentonun ortaya çıkmasıyla, tarih biteviye gruplarca bürokratik alana dönük mücadeleyi yönlendirmek için kullanılır. Türkiye´de, Demokrat Parti iktidarında Adnan Menderes tarafından tarih bu amaçlarla sıklıkla kullanılacaktır.

The concepts of state, government and history have always existed in different forms in line with the past social experiences of people within the context of sovereignty and power relations. Beyond acting as abstract expressions of ancient misty times, legends allowed gods, kings and other dominant factors exert their authority on different social layers throughout the long antique period. In the phase of dynastic states of the social process, the glorified past became the biggest source of legitimacy and immobility for the dynastic state. With the emergence of nation states in the 19th and 20th centuries due to the disappearance of dynastic states, history in the French national model, which grounds citizenship on land, and in the German national model, which reduces citizenship to jus sanguinis, will be called for duty in France, which constructed nation, and in the German nation model, which naturally conveys historicalness. The French Revolution required a process ranging from the production of citizenship to the occurrence of the parliament. With the existence of the parliament, history has been constantly used to manage and direct the struggle in the bureaucratic area. In Turkey, history was used for such purposes by Adnan Menderes in the reign of his Democratic Party.
