OSMANLININ SON DÖNEMİNDE AYDIN BİR SUBAY: NAZİF PAŞA
Nazif Paşa, Osmanlı Devleti’nde uzun süre ataşemiliterlik yapan ender subaylardan biridir. Viyana ve Berlin sefaretlerinde yaklaşık on yıl görev yapmıştır. Bu süreçte edindiği bilgi ve tecrübelerine istinaden Harbiye Nezaretinin muhtelif şubelerinin idaresini üstlenmiş, Tasfiye-i Rüteb Komisyonu Başkanlığı gibi önemli bir görevi icra etmiştir. Lakin mezkûr komisyon başkanlığı sırasında Mahmud Şevket Paşa’yla arası açılmış, bu nedenle Avrupa’ya gidip emekli olmak zorunda kalmıştır. Mahmud Şevket Paşa suikastının akabinde İstanbul’a dönmüş fakat gözaltına alınıp Vize’ye sürgüne gönderilmiştir. Bir müddet Vize’de kaldıktan sonra Avrupa’ya gitmesine müsaade edilmiş, yaklaşık beş yıl Viyana’da sürgünde yaşamıştır. Sürgün hayatı Enver Paşa ve diğer önde gelen İttihatçıların ülkeden ayrılmalarıyla sona ermiştir. İstanbul’a döndükten sonra, kısa bir süre Erkân-ı Harbiye-i Umumiye İkinci Başkanlığı yapan Nazif Paşa sonrasında aktif görevden ayrılmıştır. Bu çalışmada aynı zamanda Yeni Askerlik ve Terakki Çareleri adı kitapların yazarı olan Nazif Paşa’nın hayatı hakkında değerlendirmelerde bulunulacaktır.

AN INTELLECTUAL OFFICER IN THE LAST PERIOD OF THE OTTOMAN EMPIRE: NAZIF PASHA
Nazif Pasha is one of the outstanding officers who served as a military attaché in the Ottoman Empire for a long time. He rendered services in the embassies in Vienna and Berlin for about ten years. He headed the administration of the various branches of the Ministry of War and fulfilled an important role as the chairman of the Commission for the Purge of the Ranks in terms of the knowledge and experience he gained during this process. However, he had a falling out with Mahmud Sevket Pasha during his presidency in the aforementioned commission, and, as a consequence, he was obliged to go to Europe and retire. After the assassination of Mahmud Sevket Pasha, he returned to Istanbul, but was detained and exiled to Vize. After staying in Vize for some time, he was allowed to go to Europe and lived in exile in Vienna for about five years. His life in exile came to an end after Enver Pasha and other leading unionists left the country. Nazif Pasha resigned from active duty following his service as the Deputy Chief of the General Staff for a while upon returning to Istanbul. In this study, considerations on the life of Nazif Pasha, who is also the author of the books titled Yeni Askerlik and Terakki Careleri will be presented.
