Terakkiperver Cumhuriyet Fırkası ve Serbest Cumhuriyet Fırkası´nın "Programları" Ekseninde Mukayesesi

Erken Cumhuriyet Döneminin ilk muhalefet fırkası olması bakımından Türk demokrasi tarihinde önemli bir yere sahip olan Terakkiperver Cumhuriyet Fırkası(TPCF), kurucularının kimliği ve Cumhuriyet Halk Fırkası iktidarına karşı söylemleriyle de dikkat çekmişti. TPCF´nin iktidara ve sisteme karşı geliştirdiği siyasetin süreç içerisinde rejime yönelik bir tehdit olarak algılanması fırkanın kapatılmasına neden olmuştu. TPCF´nin kapatılmasından sonra geçen süreçte biriken muhalefeti bir yere kanalize etmek amacıyla Mustafa Kemal´in teşvik ve telkiniyle kurulan Serbest Cumhuriyet Fırkası(SCF) muhaliflerin merkezi konumuna gelmesi ve iktidara ortak olmak istemesi fırkanın feshedilmesine yol açmıştı. SCF´nin çok kısa ömrü olmasına rağmen iktidara karşı olan muhalefeti göstermesi açısından dikkate değerdi. Türk siyasal hayatının önemli iki siyasi fırkasının kuruluş felsefelerinin farklılığı ve farklı politik düşüncelere sahip kurucularından kaynaklı farklılıklar fırka programlarına da yansımıştı. İki fırkanın programlarında benzerlik olarak liberalizm ve demokrasi vurgusu ön plana çıkmışsa da programlardaki ilkelere yaklaşım ve anlayış farklılıkları net bir şekilde görülmüştür. Çalışmada iki fırkanın kuruluş süreci ele alınarak programlarındaki benzerlikler ve farklılıklar karşılaştırmalı olarak analiz edilmiştir.

The Progressive Republican Party(TPCF), which has an important place in the history of Turkish democracy in terms of being the first opposition party of the Early Republican Period, also attracted attention with its founders' identity and discourses against the Republican People's Party government. The perception of the policy and system developed against the government as a threat to the regime in the process caused the party to close. The Free Republican Party(SCF), which was founded with the encouragement and recommendation of Mustafa Kemal to lead the opposition accumulated in the process since the closure of the TPCF to the center of the opposition and the desire to become a partner in power, led to the closure of the party. Although SCF had a very short life, it was remarkable in terms of showing opposition to power. Difference of the establishment philosophies of two important political parties of Turkish political life and the differences stemming from the founders with different political opinions were reflected in the programs. Although the emphasis of liberalism and democracy came to the fore as similarities in the programs of the two parties, the approach to the principles in the programs and differences of understanding are clearly seen. In the study, the establishment process of the two parties was analyzed and the similarities and differences in their programs were analyzed comparatively.
